Business Development Opportunities for our Members

Last month I wrote to you about the highly successful AeA Technology for Government Dinner where Steve Ballmer provided the keynote address. Since then we've continued to provide numerous business development opportunities for our members in the government and commercial markets. At AeA we are dedicated exclusively to helping our members’ top line and bottom line.

Below, please find a brief recap of our recent California Town Hall Meetings with the State CIO and her top staff, news on the appointment of a new Chairman of AeA's Marketing for Government Steering Committee, and invitations to attend upcoming events in California, Illinois, Oregon, and Washington, DC.

California Town Hall Meetings
AeA once again partnered with the State of California to host four regional Town Hall meetings to continue a dialogue that started in 2005 to offer insights on doing business with the state, which is one of the world's largest buyers of technology goods and services. Meetings were held on:

  • May 23 at the State Capitol in Sacramento
  • June 27 at AeA's office in Santa Clara
  • July 11 at the Xerox Knowledge Sharing Center in El Segundo
  • July 31 at Kratos Defense & Security Solutions, Inc. in San Diego

Nearly 200 IT professionals attended these forums to share their views and discuss process improvement options with Teri Takai, California’s State CIO; Will Bush, Director of the Department of General Services (DGS); P.K. Agarwal, Director of Technology Services; Adrian Farley, Deputy Director of Procurement, DGS; Jim Butler, the new Director of Procurement for DGS; and numerous other senior state contracting officials.

“Opportunities for industry representatives to directly interface with key decision makers are a crucial component to ensuring that California is on the correct path when making appropriate and effective decisions pertaining to California’s IT procurement process,” said Roxanne Gould, AeA’s Senior Vice President of State Government Affairs. “Through the town halls, we are able to take time to thoroughly review and evaluate current procurement processes, examine what’s working, and identify areas for improvement.”

"We have completed the series of IT Procurement Town Halls around the state and we have come away with some very good insights on how to improve the current process," said Teri Takai, Chief Information Officer for the State of California. "We thank AeA for organizing these events and look forward to continue working with them on these and other IT issues."

When the events began in 2005, they resulted in two AeA-sponsored bills being signed into law: SB 954 (Figueroa, 2005), which outlined processes for solution-based procurements and a risk assessment model; and SB 834 (Figueroa, 2006), which created a cabinet-level State Chief Information Officer – the position that is now filled by Ms. Takai.

Intel’s Nigel Ballard to Lead AeA's Marketing for Government Initiative
As a member driven organization, I am pleased to announce that Nigel Ballard, Intel's Federal Marketing Manager for the Americas, is the new Chairman of the Association's Marketing for Government Business Steering Committee. Mr. Ballard was awarded the Homeland Defense Journal’s top award in 2006 for his wireless technology and leadership skills during the Katrina disaster. He was also named one of America’s top 100 technology leaders by Federal Computer Weekly.

Prior to joining Intel, Nigel spent twenty years in the wireless arena, consulting with Fortune 100 companies on wireless investments and consumer product marketing.

Attend These Upcoming Business Development & Financial Conferences
If you are an investor, I recommend that you participate in the annual AeA Oregon Technology Investor Tour on August 11-12. The tour is complimentary for all investors and provides a unique opportunity for the financial investment community to experience Oregon public technology companies first-hand, meet their management teams, participate in product demonstrations, and take company tours if applicable. AeA Continues Push for Major Reform of U.S. Encryption Export Control Regulations

On July 22, AeA sent a letter to senior Administration leaders voicing strong support for a major reform of U.S. encryption export control regulations.  Joining Christopher Hansen, President and CEO of AeA, as signatories were the presidents of 13 other associations with high-technology members.  The letter is a follow on to the government / industry encryption control forum organized by AeA and held at the U.S. Department of Commerce on February 20, and the paper “AeA Recommendations for Encryption Control Reform” which was submitted to the Bureau of Industry and Security (BIS) on August 1, 2007.

In order to insure U.S. competitiveness and innovation and protect national security, AeA proposes the reform process involve serious consideration of removing product review requirements for mass market and other commodity products and components.  It should also ensure mass market treatment for components that are designed for use in mass market products or are otherwise widely available, eliminate reporting requirements, and lift unilateral encryption controls in general.  Additional details on the recommendations and the current state of items with encryption can be found in the industry comment letter.

Senior Obama Policy Team Meets with AeA

As part of AeA’s continuing outreach to the campaigns of presidential candidates, senior staff to Senator Barack Obama (D-IL) met with over 70 executives from the high-tech industry, U.S. universities, and technology professional societies to discuss Sen. Obama’s positions on innovation and competitiveness.  The meeting on July 14 at AeA’s David Packard Conference Center in Washington, DC, included Pete Rouse, Chief of Staff, and Karen Kornbluh, Policy Director.  The meeting was conducted in partnership with the Task Force on the Future of American Innovation, which is co-chaired by AeA and the Intel Corporation.

After Mr. Rouse and Ms. Kornbluh outlined Sen. Obama’s competitiveness agenda, industry representatives stressed key competitiveness points including:

  • The importance of improved math and science education at both elementary school and university levels
  • The need to increase spending on government-funded basic research and development
  • The urgency of reforming the county’s policies on H-1B visas and green cards
  • The need to make permanent the R&D tax credit
  • The importance of addressing increased health care costs for US companies, making them less competitive in the global market

To follow up on this meeting, Chris Hansen, AeA’s President and CEO, sent a member of AeA’s senior staff to meet with other Obama policy advisors in Chicago to map out an ongoing discussion between the Obama campaign and high-tech executives across the country.  There, Ben Aderson of AeA’s DC staff had a lengthy meeting with chief-of-staff Rouse to map out a plan for the next few months.

AeA staff and member company executives have also met on three occasions with policy officials with the campaign of Senator John McCain (R-AZ).  AeA is working to influence the technology agendas of both presidential contenders.

AeA has Strong Presence at 2008 National Conference of State Legislatures

This past month AeA State Government Affairs (SGA) staff and several representatives from AeA member companies attended the 2008 National Conference of State Legislatures (NCSL) in New Orleans.  NCSL is a bipartisan organization designed to serve and support legislators and legislative staff from all 50 states. 

While in New Orleans AeA was successful in having an onerous RFID resolution stalled until later this fall.  This resolution would have unfairly singled out a RFID technology and its use in state identification documents.  AeA expressed its concerns to the committee chairwoman, Sen. Delores Kelley from Maryland.  Additionally, AeA worked closely with Illinois State Sen. Dan Rutherford, who was in New Orleans and is a member of the committee.  Rutherford expressed AeA's concerns to his fellow committee members.  Upon hearing that the issue was controversial, the committee moved to table it until an NCSL meeting later in the year.  In the meantime, AeA will continue to work with the NCSL committee members and staff to inform them on the importance of creating policies that do know single out or demonize on particular technology over another.

While in New Orleans, AeA also hosted two very successful dinners which brought AeA member companies together with State Legislators from across the country.  Both of these sold out dinners served as a perfect opportunity for member companies to interact in a more intimate setting with key decision makers in several of AeA’s top “Cyberstates.” Attending our dinners were approximately 20 state legislators from across the country plus several key legislative staff members joined us as well.  It seemed that AeA members, and our Honorable guests, gained great value out of our two dinners.  In Lieu of this, AeA, and our SGA staff, will continue to think of new and innovative ways to provide our member companies greater access to legislators and other key decision makers from various states.
